Say I have a domain, tim.com, that has a VPS account here, has already been transferred here, the website is resolving properly and the @tim.com email (going through gmail business) is also working properly.

Can I bring a domain, say joe.com, that had its own separate hosting account at another host and make it an alias of tim.com and receive email as @joe.com?

I simply want joe.com to resolve to the tim.com website and receive email at any @joe.com email addresses.

Would it be easier if the joe.com email ran through gmail business as well?

Once you set the DNS at your registrar properly you should be able to add it as an alias domain, yes.
